　退休警官培恩杀死了巡逻的警察，在电梯中安置了炸弹，并以13名人质为要求索要一百万赎金。特警杰克和夏利机智勇敢地排除了炸弹，在千钧一发之际救出了人质。但培恩却得以逃脱。杰克和夏利因这次行动受到了嘉奖，可培恩却展开了报复。他炸掉了一辆巴士，并打电话告诉杰克，他已在另一辆巴士里安装了定时炸弹。只要车子的时速一超过每小时50英里就不能再减速，否则便会引起爆炸。
　　杰克驾车赶上了这辆巴士，并想办法上了车。但此时时速已超过了50英里。混乱中，司机受伤，乘客安妮当了驾驶员。他们一路上历经堵车、无路的惊险状况，但总算没有减速，并转移到了一条还未启用的公路上。在警局中，夏利终于找到了培恩的地址，并前往拘捕。离时限越来越近，杰克想冒险拆除炸弹，虽然没有成功，但却意外发现车上装有监视器。杰克利用这一点，让新闻车截断信号，并不断重播假图像，以便争取机会转移乘客。夏利中计被炸身亡，培恩更要求尽快拿到赎金。而此时杰克却终于利用一辆并行的巴士，安全地转移了所有的乘客。培恩识破了杰克的计策并引爆了炸弹，但杰克和所有的乘客却已经安全脱身。
　　培思在警察的重围之下取走了赎金，并且绑架了安妮。当杰克追上培恩时，却发现安妮在他手上，全身都绑满了炸药。培恩逃进了地铁，并且杀死了司机。在车顶上，杰克与培恩展开了一场生死搏斗，并且最终打败了培恩。杰克终于救出了安妮，但地铁已经失控。杰克急中生智，利用弯道将地铁驶出了轨道，冲出地面而停了下来。杰克和安妮终于又一次逃脱了死神的魔掌。
　　经过了一连串的生死经历，杰克和安妮早已经心心相依。两人忘情地拥吻在一起。
